There's been a lot on this topic elsewhere, especially by Scott Simon, an advocate of the Prudent Fiduciary Act, and the book by David Loeper, Stop the 401(k) Rip-off!. There's also a website to grade funds based on fiduciary standards of diversification, expense, risk, return and risk of material underperformance (an easily forgotten rule for fiduciaries) available at http://www.fundgrades.com.
